Every day more than 53 million children, or 20 percent of the total US population, attend school or day care. Schools are vulnerable to catastrophic terrorism incidents. The United States Department of Education issued an advisory to schools in October 2004, with recommendations for heightening security and emergency preparedness in light of the Beslan, Russia, school terror attack. This attack, which took place in September 2004, left approximately 326 people dead (156 of them children) and over 700 wounded. Millions of students in American universities are at even greater risk to terrorist attacks due to their expansive campuses, numerous facilities and open environments.
