Airports and airlines continue to present terrorists with opportunities for aircraft to be utilized as weapons and for airports to be ideal terrorist targets. The National Strategy for Physical Protection of Critical Infrastructure and Key Assets identifies 5,000 public airports that present a "protective challenge" which must be secured if the transportation sector of the economy is to be protected from mass disruption. The aviation sector of the transportation industry is vast – there are thousands of entry points and a symbolic value of freedom of movement that Americans cherish. The National Strategy breaks the aviation system into two parts:
